For any of the self-released LL music, videos, DVDs: It costs a certain amount up front to press up a thousand or more (5000, 10000, however many they think they can sell right away). If the product sells fast, and the artist has the cash available, he'll press up another batch. If the product start selling real slow before it runs out, it's hard to put up the money to press another thousand when you can predict a large percentage of the CDs/records/DVDs or whatever will just sit there unsold for a long time. Or if the up-front money is needed to put out something new, repressing the older releases takes a lower priority.
For VHS releases: It's a format that's becoming obsolete, so an out-of-print VHS unlikely to be made again, unless it's converted to DVD.
Grouch tends to keep his CDs in print, but I can't predict whether he'll keep the Servin Justice DVD in print.
Moral: if you want it, get it now.
